I present a novel way to produce dark compact objects and primordial black holes.  A self-interacting, dissipative dark sector can dominate the energy density of the Universe prior to Big Bang Nucleisynthesis, leading to an early era of matter domination.  During this early matter dominated era, dark matter mini halos naturally form through self-gravitation.  These structures persist through the transition back to radiation domination and collapse into black holes and compact structures at late times.  This formation mechanism also leads to the late time formation and evaporation of sub solar mass black holes.
