ABSTRACT: Research security, as defined by the US government, refers to “safeguarding the research enterprise against the misappropriation of research and development to the detriment of national or economic security, related violations of research integrity and foreign government interference.” Countries around the world, and especially in the G7, have adopted policies to promote research security over the past decade. The development of this policy framework impacts both global scientific collaboration and the broader flow of people and ideas across borders. These policies further enter an environment marked by dramatic changes to the domestic practice of science and by intensifying geopolitical competition, especially between the US and China. This talk will address these dynamics and their implications. 

Frances Hisgen is the senior research program manager for the program on the US, China, and the World at the Hoover Institution, Stanford University. As key personnel for the National Science Foundation’s SECURE program, a $67 million effort authorized by the CHIPS and Science Act of 2022, Hisgen focuses on ensuring efforts to enhance the security and integrity of the US research enterprise align with the values of the academic community, promote academic freedom, and respect civil rights. Prior to joining Stanford, Hisgen worked at Caixin, the Asia Society’s Center on US-China Relations, and the American Chamber of Commerce, Hong Kong.
